Huh...there must be some confusion in the way the law is written or why would they sell illegal contraband right across from a police station? Also, why wouldn't the authorities just make an inspection...like the health department does in restaurants and simple say... "No that's not authorized, fix it ASAP or we'll fine you"

This IS a work around to deny the State its revenue.
Revenue collected from a "Village Ordinance" violation STAYS in the village. With a conventional UTT violation issued under the State Vehicle and Traffic Law any revenue collected is shared with the State.
The paper should investigate this activity because it sounds like Chittenango has turned their police into tax collectors with guns. Eventually this highway robbery will become more brazen and they'll seed public roads with school bus's with continually blinking "stop" lights or other such attempt to shake you down.
I bet a casual search of radio logs will also prove that outsiders get 98% of the tickets too. The legal fix is to redirect all ticket revenue back to the State. Then local villages will use the police to investigate and solve crimes rather than gouging the public and abusing the law with these revenue generation schemes.
OK now you can cue up the music for all the ..."it's for your own good" busy bodies.
